Over time, as more and more homeless gravitate to the shelter, those that prey on them will also come. That is my concern. I also question where the statistic, mentioned in the City Council meeting, "40% of the homeless are veterans" comes from, and how do we know that they're at the Burbank Winter Shelter. I certainly agree with you about the vets. I know that once they are diagnosed with a mental illness they do receive benefits every month.
